Debra A. Thomas, MBA

Debra A. Thomas, MBA | Chief Executive Officer

Debra is the Founder and Chief Executive Officer of Ebony Concepts Solutions, LLC. Her professional career spans more than 30 years, with experience at McDonald’s, Long John Silver’s, and the Federal Government, where she has held progressive management and leadership positions. She served as Department Head for Healthcare Services Strategies at the Naval Medical Logistics Command in Frederick, Maryland, directing an annual budget exceeding $420 million and leading a team of technical contract analysts supporting Navy medical treatment facilities nationwide.

As a certified Speaker, Coach, and Trainer with the John Maxwell Group and a certified DISC Consultant, Debra draws on both her personal and professional experience to deliver exceptional leadership training, seminars, and resources. She equips emerging and seasoned leaders alike to navigate complex environments with purpose and accountability.

Debra holds a Bachelor of Science in Healthcare Administration from Southern Illinois University and a Master of Business Administration from Webster University. Her credentials include Lean Six Sigma Green Belt  and multiple Defense Acquisition University courses. She has been recognized as Federal Employee of the Year by the Federal Executive Association and as Civilian of the Year at the National Naval Medical Center. Debra also serves as Chief Financial Officer for CJB Ministries and is a former Chapter President of Delta Sigma Theta Sorority, Inc.

Clarence Thomas Jr., MPH

President of Corporate Operations

Clarence serves as President of Corporate Operations at Ebony Concepts Solutions, LLC, bringing more than 30 years of distinguished leadership in military and federal healthcare. A veteran of Operation Enduring Freedom and Operation Iraqi Freedom, he served with honor in the U.S. Navy’s Medical Service Corps, rising through some of the most demanding healthcare leadership roles in the military.

As Chief of Healthcare Operations and Director for Administration at Walter Reed National Military Medical Center, Clarence led more than 1,200 employees and managed an annual operational budget exceeding $800 million, overseeing $750 million in facility expansions and $155 million in service contracts. He later served over seven years as Regional Program Director for the Navy Wounded Warrior  Safe Harbor Program, coordinating recovery support and care transitions for seriously wounded, ill, and injured Sailors, Coast Guardsmen, and their families.

Clarence holds a Master of Public Health from St. Louis University and a Bachelor of Science in Biology and English from Mercer University. He is a credentialed Healthcare Administrator through the American Academy of Medical Administrators and holds a Lean Six Sigma Green Belt . He is a former Chapter Basileus of Omega Psi Phi Fraternity, Inc., and remains an active member.
